It's totally inappropriate conduct for a law-enforcement officer to engage in, and it casts a very bad image on the entire department.

That is clearly a concern, and police chiefs are very uneasy about that possibility. The question is, do we keep our radio cars empty or hire people who a few years ago we wouldn't have hired? It is very problematic.

Every time we talk to police chiefs, wherever we are, this is a problem and the problem is growing more acute.

Whenever you have a situation like this going on, management has to rise to the occasion. You have to have some consequences for this kind of behavior.
